New and improved services for all
Gulf Incident Command Centre will change role and enhance performance

Through continuous efforts to improve, Recso currently provides a range of services to member and non member companies in addition to the services provided previously.

With the vast amount of resources available to Recso through its member companies as well as through outside resources it is an easy and logical step for Recso to take.

Recso now provides the following new services:

Auditing and evaluation
We provide a number of services related to auditing and evaluation. Amongst these services is the ability to audit or establish benchmarks for the capability of Recso members or non members to respond to Tier 1, 2 or 3 spills.

We also audit oil spill and hazardous materials response equipment, as well as auditing the Maintenance of Schedules and Procedures, Incident Management Teams, Training Courses, Health/Safety/Environment Systems and associated plans and procedures.

In addition, Recso can now also coordinate and run oil and chemical spill response exercises to test the preparedness of Recso members and non members. These can be either desktop scenarios targeting management, plans and procedures or field exercises examining training and the operational response capability of the organization. We can also conduct an extensive number of training courses to maintain a suitable level of preparedness for members.

Consultancy
We can perform evaluations to determine if the equipment and training personnel of other organizations are adequate for the risks that are present. This will be accomplished by conducting risk assessment, determining possible response options and developing a complete system that will deal with the risks appropriately.

Moreover, we provide marine consulting services for security, protection and preparedness of all types of facilities. These include force protection and small craft protection for installations and vessels. We can also undertake site inspections of contaminated sites or hazardous sites and provide services to return these to safe working conditions.

Projects and profiles
Recso also has the know how to provide services for equipment maintenance and repairs. It now has widespread experience with all types of oil and hazardous materials equipment and can modify existing equipment to suit specific applications required.

All these services will be provided through a highly competent and skilled team. All data and information as well as recommendations will be classified as strictly confidential and the property of the consignee.
These services will help all consignees to identify weaknesses in their current processes and help them improve current systems as well as avoid mistakes. With these services Recso hopes to help member and non members companies to perform better.

In addition to these new services Recso continues to offer services of the past:

In-house training
We offer specialist training courses in; Maritime Activities and Terminal Operations, Environmental protection, Oil Spill Prevention – Control and Response, Health/Safety and Environment and any other curses related to upstream and downstream in the oil industry.

The advantages these courses provide are that the trainees and the venue are close to the company to attend to emergency needs should any arise.

The overall costs of the courses are reduced since Recso is a non-profit organisation.

Recso only uses the finest professionals and specialists from recognised international and regional institutions.

This service also reduces travelling time as well as current hazards because it is done regionally.

We provide these services because it is Recso’s top priority to build the capacity of the companies in order to ensure that regional companies become as self sufficient as possible for the good of the region.

Alert procedure
Recso has developed and continuously improves a highly efficient system of inter-member communication links which ensure rapid response when any member company requires assistance.

In the event of a crisis, the member company in distress notifies the Recso head office, which in turn initiates the alert action. Recso member companies maintain a stand-by status whereby each company is ready to actively respond to requests of assistance at a moment’s notice. Speed of performance is the essence of this procedure.

If a situation so warrants, the alert may be by-passed and companies contact each other as necessary.

Over the years the Recso system has proved effective, however, yet again in the push to continuously improve ourselves due to the dramatical changes in our region, Recso will eventually replace this system with the Gulf Incident Command Centre (GICC) which will completely change Recso’s role and enhance its performance. The GICC is currently being studied by the GICC Committee.

Equipment inventory
Under the terms of the Recso agreement, all member companies are obliged to maintain a minimum of two dispersant application systems, with a specified quantity of dispersant concentrate of the approved type. In addition, each member is required to have available sufficient oil containment and recovery equipment for the protection of its essential facilities and as a loan resource to other members.

The collective stockpile of equipment resources held by Recso members is one of the largest in the world available for use in an emergency. The bulk of this equipment is available for inter-loaning between member companies in an emergency on a cost rental basis.

Recso maintains its close cooperation with regional governments and environmental organisations and is trying to cultivate even closer relationships for the future.
